[Suspended]Procedures for new entry into Japan under “New measures for border enforcement (19)”(Updated on January 4, 2022)

On December 28, 2021, the Japanese government announced that the suspension of new entry of foreign nationals into Japan, which was to be implemented until December 31, 2021, under the “New measures for border enforcement (20)” (November 29, 2021), will continue for the time being. In response to this, YNU will also continue to suspend the procedures for new entry into Japan under "New measures for border enforcement (19)". We will resume the procedures as soon as the restriction on entry of foreign nationals into Japan is lifted, so please wait for the announcement from the university.(Updated on January 4, 2022)

To enter Japan under the "New measures for border enforcement (19)" YNU must submit a list of entrants to MEXT for screening in advance. Students wishing to apply for new entry into Japan under this measure should read the following carefully and submit their application by the web form (SPIRAL). Please note that applications submitted by e-mail or mail will not be accepted.

1. Date of issuance of Certificate of Eligibility (CoE) and Period of Application

For international students, the application for screening will be accepted in stages, starting with those whose CoE was issued on the earliest date.

If your CoE that was originally issued has expired and been reissued (Updated on November 12, 2021)

You can apply based on the issuance date of the CoE that was originally issued. Please prepare both the CoE that was originally issued and the one that was reissued.
Note: This is applicable only if you have extended the validity period of your CoE. Those who have changed their status(e.g., from research student to Master's student) are not applicable. If you are a graduate student who has advanced from a research student, please apply with the date of the CoE issued as a graduate student, not with the date of the CoE issued as a research student.

If your CoE has expired

You will need a letter from YNU stating that we can still accept you with the same activity contents as when the application for the CoE was submitted. Please check the appropriate box on the web form (SPIRAL) if you need the letter to be issued.

New handling of the period of validity of the CoE (Updated on January 4, 2022)

The period of validity of your CoE issued between January 1, 2020, and October 31, 2021, will be extended until April 30, 2022.
The period of validity of your CoE issued between November 1, 2021, and April 30, 2022, will be treated as valid for 6 months from the date of issue.

2. Place to Stay during the Quarantine Period (Updated on November 17, 2021)

In principle, all international students are required to stay at home, or the accommodation arranged by YNU for 14 days (or 10 days for those who satisfy certain conditions) after entering Japan.
You will use “AMARYS”, the JTB's web system for travel procedures to Japan, to arrange your hotel and transportation. Information on how to use AMARYS will be provided individually after you have been issued the screening certificate by MEXT.

If you do NOT have a residence (such as a private apartment) in Japan

Please stay at the hotel arranged by YNU. You will be responsible for the cost of your accommodation. University dormitories and private homes such as homes of your friends and relatives are not acceptable.

Your hotel will be arranged by JTB after you enter the required information into AMARYS. It is strongly recommended that you arrange a flight that arrives at Tokyo International (Haneda) Airport when possible as it is difficult to find the decent hotels that satisfy the required conditions near Narita International Airport as of November 17, 2021.
Regarding meals, we are planning to arrange hotels that have a convenience store inside the building, but options for meals are expected to be limited no matter which hotel you end up at. Therefore, it is highly recommended that you look for delivery portal sites and restaurants that offer delivery services in advance once the hotel is decided.

If you have a residence (such as a private apartment) in Japan

You can stay at home. Transportation from the airport to your home will be arranged by YNU unless you will be picked up by your family members. You will be responsible for the cost of transportation.

3. Tentative Itinerary

In principle, you are responsible for arranging your own air tickets.
- According to the MEXT, it may take about two weeks to issue the screening certificate and another two weeks to issue the visa.
- Since the date of entry into Japan may change depending on the timing of the issuance of the screening certificate and visa, please fill in a tentative itinerary in the web form (SPIRAL) after the designated “Expected date of travel to Japan”.
- Please make your air ticket reservation after your visa has been issued and the date of entry into Japan has been decided in coordination with JTB.

4. Pledge (Updated on November 26, 2021)

You are required to pledge to comply with and fulfill various conditions and obligations imposed upon entry into Japan. Please confirm the Pledged Items and the Written Pledge, type the date and your name (in the capital alphabet as stated in your passport) in the “誓約書(入国者)” (Written Pledge for entrants written in Japanese), and submit it (in PDF) via the web form (SPIRAL). The file name should be “Your Student ID_Your Name”.

5. COVID-19 Vaccination Certificates

If you wish to shorten the quarantine period, you need to submit the COVID-19 vaccination certificate that is recognized as valid for entry into Japan.

6. Web Form (SPIRAL)

Please submit your application via the web form (SPIRAL)新しいウィンドウが開きます within the designated application period.
The International Education Division will send you an email acknowledging receipt within 5 business days after confirming the contents of your application. (If you don’t receive the email, please contact the International Student Support Section, International Education Division.) YNU will apply to MEXT based on the contents of the application. After MEXT issues the screening certificate, your college or graduate school will send you a copy of the screening certificate and the letter from YNU (only for the students whose CoE has expired) in PDF format via e-mail.
